California governor, Arnold Schwarzenegger and legislative leaders agreed recently on an agreement that paves the way for a record $15 billion bond measure to fund the state's debt and a constitutional spending cap to help prevent future budget train wrecks for California's struggling economy. The plan goes to the public for approval in a March ballot.

The devastated nation of Afghanistan and the first target in the “war on terror”, is undergoing what seems to be a transition to democracy. 500 delegates have gathered in Kabul to debate a draft constitution for the country. I spoke at 7:40 am this morning, with a woman delegate from the Loya Jirga about women’s rights in the constitution.

TOPIC: Resurrecting Prop 187?

Ten years after the anti-immigrant Proposition 187 was passed in California and then declared unconstitutional, there are attempts by a group of people to qualify a new measure for the ballot in November of 2004 that strongly resembles the old proposition that denied public services to undocumented workers.
